EPA announces $109 million loan for Honolulu water supply

WIFIA financing supports a planned desalination facility and associated water infrastructure on Oahu.

What was announced

On October 16, EPA announced a $109 million WIFIA loan to the Honolulu Board of Water Supply for the Kalaeloa Seawater Desalination Facility Project. EPA says the planned reverse-osmosis plant would supply 1.7 million gallons per day and reduce reliance on groundwater aquifers. The described scope also includes byproduct disposal facilities, a recycled-water pipeline and transmission lines. This is financing for project development, not confirmation of an operating facility.

Why it matters

REC&I perspective: water infrastructure announcements often describe a connected system rather than one standalone structure. The treatment plant and its supporting pipelines belong to the same project story. When reviewing a project summary, distinguish intended capacity from measured operating performance, and distinguish a loan from a grant. Those distinctions help readers follow progress without treating a financing milestone as a construction or commissioning result.

Keep in mind

The useful takeaways

  • WIFIA provides a loan, not a grant.
  • Planned capacity is not verified operating output.
